may it be mcconnell's legacy that reconstruction includes a whole raft of metarules: when in congress, show up to your job when there is a nominee, there must be a vote when a bill passes, it must in fact be advanced for either signature or veto when congress allocates $ it must be spent

Imagine if there were some kind of rule that if you're in Congress, you need to show up for work & be reachable when you're not at work, and if you're not, you need to explain why and where you are and when you'll be back. You know, kind of like a real job.
