Brandon Dean, the chief of special operations for the LA. County Sheriffs Department, told LAist security perimeters will be divided into "red" zones directly around venues where people and vehicles will be screened before entering, and "yellow" zones marking a larger outer perimeter. Dean said he expected that unhoused people would
be able to remain in yellow areas, but not red zones.

Make DASH buses free first: fully city run (no excuses about needing the necessary votes), only costs 50 cents a ride or 35 cents if pay with TAP (annual operating budget of $3M if I recall correctly) and was free for 4 years during covid. DASH didn’t have same safety issues as Metro when made free.

really the heuristics are straightforward: if an automated classifier system is purporting to do a task where -- trained humans can't reliably do it -- the classes are hugely imbalanced in the real world (e.g. one outcome is very rare) -- collecting a massive dataset is impractical it's ~bullshit
