By the time a bill has reached select committee the government has already decided to pass it. (There are sometimes exceptions, when a coalition government only supports a bill that far, but that’s much less common.) This means objections in principle don’t really aid the committee of MPs.
But there are deeper issues that need fixing. 1) Timing of public input into policy and legislative development 2) The function of the select committee stage 3) Political and administrative incentives and disincentives 4) Conflicts of interest when submissions are analysed 5) Funding
As an example: I was recently told that although my submission on the Fisheries Amendment Bill was in on time, it wasn’t in early enough for me to get to speak to the committee. I don’t recall seeing a warning that early written submissions were required to get a speaking slot.
So, it’s great to see the huge number of people who want to participate in the democratic process besides voting in elections. It’s also justifiable to say this disproportionate amount of submissions reflects the controversial/awful bills introduced. But there are broader issues. A thread🧵 #nzpol
